TFR Class Six: Introduction to the Regulation of Insurance
In this class, we will begin our discussion of insurance regulation. We will start with a few decisions establishing the regulatory perimeter in this area, two cases reproduced in the excerpt from Chapter Seven of Regulation of Financial Institutions (1999), and the third a 2000 opinion of the General Counsel of the New York State Department of Insurance. We will also discuss a December 2013 report of the new Federal Office of Insurance, title "How to Modernize and Improve the System of Insurance Regulation in the United States." Our focus in discussing this report will be its analysis of coordination among state insurance regulators. The relevant portions of the report are highlighted.
