Class Five -- Thursday, February 12th
As an initial reading for today's class, take a look at David Kamin's recent paper on budgetary baselines. Would you favor his proposal? In this week's classes, we will continue our discussion of Congressional budgeting procedures, focusing on various techniques that have been introduced over the years to constrain and channel federal expenditures. For Thursday's class, take a look at Schick, The Federal Budget: Chapter Five, The President's Budget; Chapter Six, Congressional Budget Process. These chapters offer a relatively detailed, insider's perspective on these procedures. Please also look over the allocated briefing papers assigned for today's class, which offers a different perspective on these materials.
