In today's class, we begin with a discussion of Zach's draft briefing paper on dynamic scoring. Afterwards we will turn to the judicial power of the power, starting with a trio of relevantly recent cases involving the judicial oversight of litigation implicating spending decisions. We will also take up a briefing from 2006 reviewing a wider set of earlier federal court cases involving budgetary matters.
