We will begin this morning's class with a discussion of Brady's draft briefing paper on infrastructure funding.  Then we will turn to two briefing papers related to military spending issues.  The first reviews funding strategies for the first Gulf War and the early years of military interventions into Afghanistan and Iraq, a topic we will take up again with Tai's briefing paper tomorrow.  The second briefing paper deals with more administrative matters, including the CFO Act of 1990 and fiscal management at the Department of Defense.
