A reveille (pronounced REV-uh-lee) is a call to wake up - typically a bugle call in recent American military history.
This piece (also linked within Beardsley) could be considered antiquanted (quaint) and amusing, if it were not for the very serious drug/opiate problem that America continues to struggle with. If you updated the language, this testimony would match up well against current protests made against opiate manufacturers.
